Με στόχο την επίτευξη του κοινού στόχου για την αύξηση της ενεργειακής απόδοσης σε ποσοστό 20% αλλά και την βελτίωση αυτής πάνω και πέρα από αυτό το ποσοστό, η Ευρωπαϊκή Ένωση στα τέλη του 2012 εξέδωσε την Οδηγία Ενεργειακής Απόδοσης 2012/27/ΕΕ.
Πολιτική επιδίωξη ήταν και είναι να ενθαρρυνθούν οι επιχειρήσεις, ώστε να ενεργούν με τρόπο βιώσιμο και να εξοικονομούν πόρους. Αυτό σημαίνει ότι όχι μόνο συμβάλλουν στην περιβαλλοντική και κλιματική προστασία, αλλά ταυτόχρονα επωφελούνται και οι ίδιες από αυτή καθ’ εαυτή την εξοικονόμηση (π.χ. κόστος ενέργειας). Παράλληλα, αξιοποιούν κάθε φορά την όποια διαθέσιμη επίσημη χρηματοδότηση που προβλέπεται από εθνικά ή ευρωπαϊκά προγράμματα. Ένα από τα πιο σημαντικά στοιχεία αυτής της Ευρωπαϊκής Οδηγίας για την ενεργειακή απόδοση, είναι ότι οι επιχειρήσεις:
- είναι υποχρεωμένες να υποβάλλονται σε ενεργειακούς ελέγχους,
- οφείλουν να εισάγουν συστήματα ενεργειακής διαχείρισης, ή
- αναλαμβάνουν την υποχρέωση επικύρωσης των περιβαλλοντικών τους ενεργειών με βάση τις απαιτήσεις του Κανονισμού για το EMAS.
Το κάθε κράτος μέλος της ΕΕ είναι υπεύθυνο για την ουσιαστική εφαρμογή της Οδηγίας και κυρίως με την ενσωμάτωσή της στο Εθνικό της Νομοθετικό Σύστημα.
Ο νέος νόμος που θα ενσωματώσει τις απαιτήσεις της Ευρωπαϊκής Οδηγίας στο Εθνικό μας Νομοθετικό Σύστημα θα προβλέπει υποχρεωτικούς και τακτικούς ενεργειακούς ελέγχους για όλες τις επιχειρήσεις που δεν θεωρούνται μικρές ή μεσαίου μεγέθους κατά την έννοια της σύστασης της ΕΕ 2003/361/ΕΕ.
Πιο συγκεκριμένα, θα πρέπει να υποβληθούν σε έλεγχο ενεργειακής απόδοσης όλες:
- οι μεγάλες επιχειρήσεις με περισσότερους από 250 εργαζόμενους και ετήσιο κύκλο εργασιών άνω των 50.000.000 €, ή
- με συνολικό ετήσιο κύκλο εργασιών τα 43.000.000 €.
Η υποχρέωση αυτή ισχύει και για τις μικρότερες επιχειρήσεις που αποτελούν μέρος μιας μεγάλης επιχείρησης που πληρούν τα παραπάνω κριτήρια. Οι κανόνες ισχύουν για τις επιχειρήσεις όλων των κλάδων, από την κατασκευή και την παραγωγή μέχρι τις εμπορικές επιχειρήσεις, τις επιχειρήσεις του χρηματοπιστωτικού τομέα, αλλά και τους παρόχους υπηρεσιών υγείας.
Το πρότυπο ISO 50001 για την Ενεργειακή Διαχείρισης αποτελεί σημσντικό διαχειριστικό εργαλείο και η εφαρμογή του έχει ως στόχο την εγκατάσταση των απαιτούμενων διαδικασιών που θα οδηγήσουν στη βέλτιστη ενεργειακή επίδοση.
Το πρότυπο βασίζεται στην μεθοδολογία της αρχής του Deming «Σχεδιάζω – Εκτελώ – Ελέγχω – Βελτιώνω» και απαιτεί πέραν των συστημικών προδιαγραφών (ελέγχου τεκμηρίωσης, εκπαίδευσης προσωπικού, παρακολούθησης των διορθωτικών και προληπτικών ενεργειών, της επιθεώρησης και ανασκόπησης) κυρίως τα παρακάτω:
- την καθιέρωση κατάλληλης ενεργειακής πολιτικής
τον προσδιορισμό των ενεργειακών πλευρών / αναγκών και εντοπισμό ευκαιριών ενεργειακής βελτίωσης - τον προσδιορισμό των νομικών και άλλων απαιτήσεων αναφορικά με τις ενεργειακές του πλευρές του οργανισμού
- τον καθορισμό συγκεκριμένων αντικειμενικών σκοπών και στόχων αναφορικά με την αποδοτική χρήση ενέργειας, η υλοποίηση των οποίων ολοκληρώνεται με την εφαρμογή προγραμμάτων συστηματικής διαχείρισης της ενέργειας
- την καθιέρωση οργανωτικής δομής για μια αποτελεσματική εφαρμογή ενός Συστήματος Διαχείρισης Ενέργειας.
Το πρότυπο απευθύνεται σε όλους τους τύπους και τα μεγέθη των οργανισμών και επιχειρήσεων και λόγω της ομοιότητας που παρουσιάζει η δομή τους με την αντίστοιχη του ISO 14001, διευκολύνεται η ενσωμάτωσή τους σε ήδη εφαρμοζόμενα και πιστοποιημένα από τον οργανισμό συστήματα.
